Bid Manager Home Counties My client is a leading waste/recycling services company who have a new role available for a Bid Manager based in Home Counties. The purpose of the role is to identify business development opportunities in the public and private sectors in line with Company strategy, to include work from existing and new customers and to lead and manage the day-to-day aspects of live bids, from pre-qualification to mobilisation. This role works cross functionally to engage with all areas who will deliver future services. Some of your responsibilities will be, but not limited to; Identifying and assessing suitability of new bid opportunities through the monitoring of Local Authority and Waste Procurement websites and portals; following up on senior management directed leads; Having identified key risks and opportunities, prepare and deliver findings and bid recommendations to the senior management team, liaising with them to gain support and approval for new tenders; Lead on the preparation, presentation and submission to Board of proposed bidding strategies to include details of any proposed subcontractors; Lead and own the cradle to grave bid management process, ensuring resources are coordinated to complete all bids within relevant timelines; preparation and submission of pre-qualification questionnaires (PQQs); coordinating waste industry-level research to help inform the pipeline of opportunities, develop innovative solutions and deepen knowledge and understanding of the waste and resources sector; reading and understanding all tender documents such as specifications, financial models and evaluation criteria; ensuring risks are identified, their potential impacts allowed for and any subsequently identified negatives minimized in the Company’s tender submission; drafting of method statements; coordinating the review of the contract documents relevant to each bid, including understanding the importance of all legal documents; raising and monitoring all clarification questions and answers and correspondence received in relation to each bid; ensuring that all bids are competitive but commercially robust; Ensure that bids created are produced to a consistently high standard of presentation and value against qualifying and evaluation criteria; Ensure that bids submitted comply with relevant planning and environmental legislation and are based upon the principles of good industry practice; Ensure that bids submitted comply with the Company’s Policies & Procedures; Maintain and build on the Company’s existing bid library and streamline the tender submission process by agreeing standardised responses to frequently asked questions; Consistently monitor procurement/tender performance and analyse lessons learnt and adapt processes to deliver continuous improvement; Liaise with relevant key stakeholders where appropriate throughout the bid lifecycle, including with the relevant operational team responsible for ultimate delivery of each bid following award to ensure an efficient and compliant mobilisation of each contract; Comply with and assist in the implementation of all Health, Safety, HR, Quality and Environmental policies and procedures. In order to be considered for the role, you will have; Experience in bid preparation and proposal writing in the waste management and resource sector; Experience of Local Authority contracts; Proven track record in the successful delivery of project tenders, to time, budget and specification; Experience in the preparation of project proposals (technical, financial and legal) and documentation to a high standard; Academic or professional qualifications that would be important to the performance of this role.
