We do not discriminate and take positive steps to create an inclusive culture.The FCDO funded, Education for All, South Sudan (EFASS) Programme is the successor to phase two of the GESS programme, which has been running since 2012. EFASS is an evolution of GESS2, with a greater focus on inclusion of children with disabilities, alongside continuing investment in girls, improving learning outcomes, and secondary education. Outcomes national level: Improved access and retention through cash transfers targeted at girls and children with disabilities. Improved access and retention and learning through investment in foundational learning including continuous professional development for teachers and accelerated learning/catch up education.Improved government policies, systems, and capacities to deliver education through targeted technical assistance at national and state levels and working across education and finance. Downstream delivery:Retain and adapt State Anchor model – building lessons from GESS to enable nationwide coverage and localized delivery in all states. Credible and robust controls for cash transfer fund management, likely including delivery through commercial bank agents in country. Candidate Specification: Qualification Educated to master’s degree level (or equivalent) in the field of education, education policy and practice.Experience & KnowledgeProven experience in a providing technical leadership on complex donor funded programmes.Managing and leading teams of education professionals.Working in conflict settings; experience in South Sudan is preferred.Stakeholder engagement, including with international donors and local government, and the ability to develop effective partnerships.SkillsSenior education specialist with over 8 years of experience working on education projects.Expertise in interventions proven to improve teaching quality and to deliver learning and retention of children, particularly in conflict and crisis affected contexts. Ability to prioritise and work under pressure.Strong organisational skills, reliability, and adherence to ethical standards.Understanding of and sensitivity to cultural differences in developing countries and ability to work in a collaborative team setting.Proficient in using MS packages, and Microsoft 365.Strong proficiency in the management and utilisation of Excel for financial management.Fluency in English with strong verbal and written communication skills.Job Profile:Leading on the technical design and workplan of all the outputs and activities within the second national level outcome listed above, in collaboration with the Senior Management Team, Output Leads, and State Anchors.Responsible for ensuring monitoring of technical and delivery progress against the workplans, technical quality of delivery, and progress towards outcome.Work closely with Output Leads and the State Anchors to ensure robust use of evidence and data to adapt design and delivery based on data and evidence. Leading on Responsible for reporting on Outcome progress and feeding into overall project reports.Responsible for knowledge management and knowledge product development. Line Management of Output Leads.The job description reflects the present requirements of the post and is subject to continual review and amendment as duties and responsibilities change.Agile workingAt Mott MacDonald, we believe it makes business sense for you and your manager to choose how you can work most effectively to meet your client, team and personal commitments.
