Regulatory Manager
Birmingham, West Midlands
Hybrid working with regular travel to our Birmingham office.
We are looking for a Regulatory Manager based in Birmingham. The Gambling Commission was set up under the Gambling Act 2005 to safeguard players and the wider public by ensuring Gambling is fair and safe. We licence and regulate the individuals and businesses that provide gambling in Great Britain, including the National Lottery. We also work with other regulators, charities and organisations to understand gambling habits and trends, promote safer gambling practices, and ensure that gambling is safe.

Your Role:
Working as a Regulatory Manager in Licensing means upholding the Licensing objectives and Licensing conditions and codes of practice, that set out the requirements all licensees must meet in order to hold a Gambling Commission licence. You will lead and coach a team, supporting their consideration of operating and personal licence applications; advising on the kinds of evidence considered when assessing an application, the process for assessing applications and notifying the outcome. You will also need to work collaboratively with colleagues across the organisation to achieve positive outcomes for Licensing, Compliance and Enforcement, problem solve and actively role model the Commission’s Ways of Working.
Key Responsibilities:
- It’s about achieving outcomes: You will raise standards in the quality of decision-making capability through coaching and supporting staff and embedding our duty to pursue the licensing objectives.
- It’s about managing people and business operations: you will manage colleagues and work throughout and help to support and lead productive teams. You will be a member of and support multidisciplinary teams across the Commission. You will be able to identify risks to the licencing objectives and the reputation of the Commission.

- It’s about support: supporting and leading on our regulatory delivery work to ensure consumer’s interests are at the heart of everything we do. You will be adaptable and flexible, capable of working across regulatory delivery to deliver multi-disciplinary outcomes and working to ensure consumer’s interests are at the heart of everything we do.
- It’s about expertise: advising a range of stakeholders about GB regulatory requirements and also representing and articulating the Commission’s vision and corporate strategy.
- It’s about relationship building: acting as a contact for licensees and for colleagues across the GC with recommended actions. You will be an advocate for positive change and continuous improvement.
- It’s about projects: you will lead project teams and evaluate and present results.

Essential knowledge, skills and experience:
- Experience of managing teams and resource allocation to ensure effective operational delivery. Use coaching and mentoring to enhance performance, critically assessing work to ensure it is of a high quality and to agreed deadlines.
- Experience of risk management and oversight of risk-based decision making within a regulatory framework.
- Excellent planning skills to effectively deploy resource and deliver business priorities.
- Experience in supporting peers and colleagues to resolve daily queries and to make risk-based judgments based on the analysis of complex information.
- Adaptable and comfortable with change and the continual improvement that is required to be a successful risk-based regulator. To include being capable and confident in your understanding and use of technology – an early adopter of new tech hardware and solutions.
- Be able to produce clear, accurate and timely reports for senior management and you should have excellent writing skills.
- Show attention to detail in all your work but also be able to complete work, at pace, within tight deadlines and be capable of prioritising a busy workload.
- Confident communicator in front of both internal and external audiences, including senior officers of large corporations and legal tribunals.
- Strong team-player, capable of working with colleagues across the GC to achieve the right outcomes.
