Who We Are As NHS Scotland's unique provider of a national tele-health and tele-care service, we are responsible for the delivery of health advice and information by telephone and online services to the population of Scotland 24 hours a day, 365 days a year. NHS 24 is a patient-focused service providing the people of Scotland with triage, advice, guidance, referral and information on health and healthcare services Our Regional Centres are located at Hillington, Cardonald, Clydebank , South Queensferry, Dundee and Aberdeen. NHS 24 also supports Hybrid Working for this role. The Role To promote organisational transformation by the identification, planning, execution and spread of improvement efforts throughout NHS 24, applying a standard framework for managing improvement programmes and associated projects, and by acting as an advisor to senior managers and teams on improvement science and data driven decision-making, contributing to the implementation of NHS 24s corporate strategy and Quality framework. The post holder is expected to be at the leading edge of the integration of quality improvement and evaluation, applying evaluation methodologies for large scale improvement project/ innovations that will enable NHS 24 to evaluate and understand its contribution and impact. Key Responsibilities The post holder is accountable, with minimum supervision to the Quality Improvement and Evaluation Manager for the successful implementation of the following and will: Lead on the development of QI programmes and projects in association with key stakeholders, using formal QI planning methodology and associated documentation to ensure that the scope, aims, objectives and key success factors of the programmes are clearly set out to optimise successful delivery Work in collaboration with colleagues across the health and care system as opportunities present through national collaborative programmes including but not limited to other NHS boards, Integrated Joint Boards, national improvement leads, the Royal Colleges and the Scottish Government Health Directorate. This will include making applications to join national improvement programme and initiatives Undertake data collection and analysis using and/or developing robust data analytical tools to inform understanding of organisational problems and to continuously measure impact of improvement work, within a clear management and reporting structure, ultimately to the Board Clinical Governance Committee Work closely with the Quality Improvement and Evaluation manager to manage the development of evaluation methodologies for large scale improvement project/ innovations that will enable NHS 24 to evaluate and understand its contribution and the impact on cost and value. This work will be at the leading edge of the integration of quality improvement and evaluation and will require the post-holder to be able to influence a range of senior internal and external stakeholders to understand and manage the complex interaction of change management, improvement, and evaluation techniques Day-to-day management of staff including allocation of portfolios of work, objective setting and monitoring through 1:1s, annual review and personal development planning, to ensure optimal deployment of improvement staff across programmes to address priorities and maintain a business continuity focus for the organisation Successful Applicant will: Educated to degree level, the post holder will have achieved a formal Improvement qualification equivalent to Masters level, e.g. Postgraduate Quality Improvement training / qualification such as IHI Improvement Advisor, Scottish Improvement Leader, SPSP Fellowship or Masters Degree in Quality Improvement) or relevant experience with evidence of ongoing personal development Be a proficient user in Microsoft packages, Adobe, electronic survey design and/or data capture software and HR management systems Well-developed communication and interpersonal skills Have a sound understanding of the challenges and opportunities associated with implementing improvement programmes and experience of having applied this in practice. Have excellent time management and planning Benefits NHS 24 offers a complete benefits package, with a permanentcontract on Band 7 £48,788 - £56,747. Placement on salary scale is dependent on confirmation of previous relevant NHS service.
