Role: Work Authorisation & Permit to Work Officer Position: Contract Location: HPC / Somerset Duration: Long Term Type: Full-time Rate: £350 p/d PAYE + 36 Days Annual Leave // £450 p/d Umbrella Exciting Opportunity: Work Authorisation & Permit to Work Officer The Opportunity The Work Authorisation and Permit to Work Assurance Officer will play a key role in monitoring Permitted work activities across the HPC Project to ensure compliance to the Permit Conditions and Site Standards. This includes onsite assurance monitoring as well as assurance audits of contract partners safe systems of works. The role will also assure that the Principal Contractor is compliant to HPC Standards relevant to Permitted works. To assist with the team the Work Authorisation and Permit to Work Assurance Officer will carry out the role of Work Authorisation and Permit to Work Issuer. Contextual Information Operating Environment NNB Gen Co, the Principal Contractor for Hinkley Point C construction, requires meticulous management of work authorisation and permits to ensure regulatory compliance and safety. As part of the HPC Construction Team, you'll lead a dynamic team, ensuring seamless coordination of activities. Framework & Boundaries This role holder will work with the Tier 1, Tier 2 Contractors and Construction Delivery Managers based in the HPC Permit to Work Office. The role will primarily carry out assurance monitoring across all contract partners on the HPC project. In addition, this role will review Work Authorisation and Permit to Work requests as well as issuing Work Authorisation and Permits. Principal Accountabilities Complete assurance monitoring with the Contractor Partners to ensure the works are being carried out safely and as required by the Permit to Work, Risk Assessment, Method Statements and Principal Contractor documents and standards. Report to Permit Office Manager with any non-compliance findings and highlight good practices. Develops and maintains a good working relationship with the Site Construction, Safety and Technical Teams. Develops and implements any new procedures with Safety and Admin Teams Contributes to weekly and monthly reports as well as issuing and maintaining performance and KPI indicators Proactively communicates with others field teams and NNB Site Managers to maintain good communication links Establish and maintain close links with HPC Project Managers to ensure that Contractors work within their issued work instructions, risk assessments and permits to work. Ensures that all requests are verified, and Method Statements, Risk Assessments and other attachments have been reviewed and valid prior to the issue of Work Authorisations or Permits to Work. Issue Work Authorisations and Permits to Work in timely manner and assist in site scheduling and co-ordination. Knowledge, Skills, Qualifications & Experience Knowledge & Skills Essential: Good understanding of UK Health and Safety regulations - in particular the Construction (Design and Management) regulations 2015 (CDM) - and how they are applied to a construction environment. Familiar with working in a Permit to Work environment and ability to work calmly and methodically during times of urgency. General professional qualities such as accuracy, tenacity, result-oriented and teamwork-oriented attitude, diplomacy Good organisational skills Computer literacy skills Ability to work independently and be proactive. Excellent communication/interpersonal skills notably with various levels of the organisation and externally Discretion - Confidentiality when dealing with sensitive information. Desirable: Knowledge of electrical or mechanical industry best practice NEBOSH Diploma or industry recognised equivalent Lead Auditor / Auditor qualification Qualifications & Experience Essential: Evidenced experience where auditing/inspecting and reporting was a part of a previous role Experience in administering Work authorisation and Permit to Work processes in projects such as power stations, refineries, petrochemical plants and new build applications. Mechanical or Electrical degree or lesser qualification where it can be evidenced that experience and management of safety has been clearly evidenced. Engineering, Construction or process driven background required.
