Deputy Director of Infrastructure Transformation

In April 2023, NHS England, NHS Digital, and Health Education England merged to create a new, single organisation to lead the NHS in England. This new NHS England is designed to create a simpler, smaller, high performing organisation that leads the NHS more effectively and is a better place to work.

Infrastructure Services

The purpose of Infrastructure services is to ensure our services and systems are hosted effectively, securely and efficiently.

The function of Infrastructure services brings all network and hosting infrastructure into a single team which will provide a multi-skilled 24/7 Infra Operations team organised by function and focussed on supporting continual improvement.

The teams are divided into four core areas providing technical and service management expertise:

  • Hosting
  • Cloud centre of excellence
  • Connectivity
  • Services delivered to internal customers and NHS organisations.

Please note this job vacancy is based in either Wellington Place, Leeds LS2 7UE, Wellington House, London SE1 8UG & Hexagon House EX2 5SE. The role will require regular travel to both Leeds and London as well as occasional travel and overnight stays elsewhere in the country.

Main duties of the job

The successful candidate will:

  • Drive the maturity of Infrastructure hygiene, reduction of legacy and tech debt within NHS England and throughout the NHS, with a long-term goal of migration where permissible to native Public Cloud.
  • Define, deliver, and manage improvements to NHS England's hybrid hosting and infrastructure arrangements - taking responsibility and accountability for the operation of major services and supporting leaders of NHS England and external organisations to deliver change across the health and social care system.
  • Lead the delivery of a major transformation programme aimed at harmonising hosting standards, security, resilience, suppliers and operational effectiveness of national and local health and care services, facilitating the migration from on-premise hosting to Cloud as well as the optimisation of Cloud service consumption across the NHS.
  • Develop an Infrastructure Centre of Excellence within NHS England to support optimal Infrastructure advice and standards.
  • Input to NHS England business planning and prioritisation, ensuring NHS England addresses any external challenges and delivers to its commitments.
  • Ensure that operational governance and processes operate successfully and are continually improved and transformation programme plans are in place ensuring key stakeholders are appropriately engaged, quality, costs and outcomes are clearly defined and benefits are realised.

Person Specification Qualifications
  • Educated to Masters level or equivalent level of experience
  • Evidence of specialist knowledge over a number of disciplines, e.g. operational delivery management, risk management, benefits management, finance, commercial and procurement, stakeholder management, communications
  • Significant evidence of continued professional development
  • Recognised management qualification or equivalent experience
  • Willingness to undertake the Chartered Management Institute as required for the post
  • A Chartered Institute qualification in either Management Institute (CMI)
  • Level 7 Strategic Management & Leadership in Operational Delivery or a Member of the Chartered Institute for Procurement and Supply (MCIPS) or equivalent.
  • Managing Successful Programmes
  • Member of a recognised project or programme management association (e.g. Association for Project Management (APM).
