We are currently seeking an experienced individual to join this team in the role of Programme Manager. Role Context: MSS Operations have initiated a multiyear front to back transformation programme to digitise and scale operations to take advantage of the opportunities that the business are targeting in the coming years. Business Growth & Market Transformation Client Service Digitalisation and Operational excellence. There are six outcomes (7C’s) that the programme is seeking to achieve. Cost efficiency translating into better value for business partners Control improvements through reduction in operational risk and reduced manual processing, Improved Client experience through increased quality Improved Colleague experience through improved ways of working that enrich the work of colleagues A Commercial focus with faster time to market for new services and existing services that enable business growth Capacity that is future proofed and can adapt to regulation and market innovation Climate The MSS Operations Strategy and Change team manages the Change the Bank portfolio globally to support the strategy and the outcomes being targeted. Role Objectives The role of the Utilities Programme Delivery Manager is to shape and support the Business in meeting shorter term project goals, as well as longer term its strategic goals Supporting strategy definition Generating clear “outcomes” and paths to deliver Supporting the business in determining what they “want” and “need” Providing analysis capabilities to determine the “what” and “how” Core project and programme capability, including IT relationships Managing project and programme artefacts (plans, RAID, etc) The role operates across multiple jurisdictions and asset classes, in conjunction with the business/COO/ asset class leads, legal, compliance, and middle office, as well as the various technology teams. The Programme Manager is responsible for the following activities and deliverables within the Pricing and EOD Derived Pricing portfolio: Managing the Programme of Work across this portfolio and creating associated governance Market data (Brokers, Exchanges, service providers e.g. Refinitiv, Bloomberg) and EDM (Enterprise data management) Vendor commercial management and cost benefit analysis Bringing design thinking to the analysis and design processes to focus on business services consumers require, the outcomes the business want to achieve and transforming existing “as is” inefficiencies and risks Implementing an agile release management strategy, driving release cadence without impacting quality Managing and coordinating changes to Business Services, Processes and Systems and ensuring ongoing compliance with existing Regulatory Reporting and Control requirements Agreeing work, requirements and delivery options with producers and consumers to ensure benefits can be realised Venue and Vendor Governance & attending shaping Industry working groups as appropriate Provide thought leadership/critical thinking on the Target Operating Model (TOM) that the Programme deliverables are being delivered too. Managing the Programme budgets including but not limited to Vendor licences/Indirect & Direct resources costs Manage Business change demands including and beyond Technology deliveries (e.g. Policies and Procedures, regulatory remediation, process improvement, governance) Working with Risk owners and risk stewards on overall escalation and ratification on prioritisation versus other change and BAU priorities Ensure work has appropriate level of analysis, sizing for solution design and timelines for delivery Risk acceptance agreement on behalf of the MSS Operations for items that are deferred, or escalated to project governance on business risk meetings Coordination of any other areas requiring update/remediation (non-IT core and ref data fixes) Market scanning of new and emerging initiatives or solutions that would improve the accuracy or productivity of data utilities Identifying and delivering opportunities for continuous improvement within processes and systems. Working with the change programme in defining, shaping, and executing on initiatives that support improvements for HSBC to meet its reporting obligations, using appropriate tools, vendors, industry insights and strategies to ensure HSBC is within appropriate risk appetite Experience 15+ years industry experience in a Global Trading environment dealing with cross asset regulatory issues from Front office through middle and back office. A good working knowledge of operational processing across a range of regulatory asset classes, proven track record of working closely with Compliance and CCO specialists. A highly developed understanding of the services offered by data service providers in the MSS OPS space (i.e. Refinitiv, IHS Markit, Bloomberg, Goldensource, AC Alveo). Experience of driving high performance of teams and individuals to meet performance targets aligned to objectives, through coaching and mentoring in role and as part of a wider team Ability to become a trusted business partner with senior management across BAU and Change teams whilst building strong relationships. Influence and driving the right solutions and approach for our consumers. Collaboration and obtaining feedback from consumers to understand user needs and wants to drive solutions that deliver value. Working with the change community to support the transformation of ways of working. This includes tooling, coaches and implementing measures to track improvements delivered. Demonstrate a commercial mind-set when proposing/deciding on strategy. Act as coach and mentor to ensure roles required for delivery are fulfilled. Leverage network to influence change, achieve globally aligned processes, systems and communication. Builds and maintains networks with areas outside of MSS globally driving a culture of cross functional engagement. Highly skilled in use of MS Office tools, particularly MS-Excel, Word and Powerpoint, plus relevant project reporting and management tools (Clarity and MS-Project, Jira, Confluence, Sharepoint) Experience and knowledge of delivery in a DevOPS / agile practice model, and reporting out to stakeholders in a clear and targeted manner for business / senior audiences Experience of negotiating contracts and delivering with Vendors and third party systems Skilled in negotiating with stakeholders and subject matter experts to balance the need to deliver change rapidly with the need to deliver change in a governed manner in line with HSBC policy.
