Responsibilities:


The Estimator is to ensure all tenders / estimates or budgets are submitted in accordance with Company Policy and Procedures, their job roles and responsibilities are as follows:


  • Upon receipt of new tender enquiries, the Estimator is to forward the enquiry to the Department Support and to the Estimating Manager or Manager / Director in charge. Department Support will log the project on the Tender Register, download and save to the server. The Estimating Manager will review the information to determine if the project will be priced.


  • Upon instruction from the Estimating Manager or Manager / Director in charge to price a new enquiry, the Estimator will print, file and review the information sent which should be similar but not limited to the following documents:


  • Invitation to Tender
  • Annex (this will comprise of project information such as Site Location, Site Description, Project Description, Facilities, Schedule of Attendances, Scope of Works, Preliminaries)
  • Logistics & Traffic Management Plan
  • Site Waste Management Plan
  • Programme
  • Drawings & Details in relation to our works
  • Specifications & Schedules
  • Contract Conditions / Amendment to Subcontract
  • Payment / Valuation Dates
  • Addendums


  • After review of the issued information, the estimator is to price and prepare the quotation, the following should be completed:


  •  ‘Document Register’ showing the information received by the MC along with any information noted as issued by the MC of which we have not received.
  • Tender Query Schedule’ showing any queries to be raised with the MC from first review of the documentation. This schedule will be ongoing throughout tender process should any further queries need to be raised, all answers / comments received by the MC should be recorded on this schedule. The ‘Tender Query Schedule’ will then form part of our clarifications and will be issued with our quotation.
  • If a lump sum price is required, measure of works to be completed from scaled drawings either via hard copy or electronically using the current measuring software (Bluebeam).
  • If electronic measure completed, scope drawings to be printed to PDF and saved in the Estimate file on the server for internal use or if required to be sent as part as our submission.
  •  For a lump sum price, the quantities from the measure will be inputted on the issued Pricing Schedule / Bill of Quantities.
  • For either a lump sum price or re-measurable price (pricing the BOQ issued) the Estimator is to amend the descriptions of the items on the Pricing Schedule where required, this will give clarity of what we have priced.
  • Pricing of works to be completed via manual build of rates or via contacting sub contractors for prices. All quotations received from suppliers & sub contractors are to be saved in the Estimate file on the server in the ‘Suppliers’ Folder, a printed copy should be filed in the Estimate file in the correct
  • Value Engineering options to be sought where possible and issued to the MC with PPC’s quotation.
  • Pricing of prelims to be completed based on the review of all documentation paying special attention to (where issued) the programme, schedule of facilities, schedule of attendances, logistics & traffic Management Plan, Site Waste Management Plan
  • Ensuring the Pricing Schedule balances, that there are no formula or calculation errors creating any discrepancies on the rates or calculated totals.
  • Completion of tender Clarifications ensuring all clarifications is project specific.
  • Create where required Programme of Sub Contract works and Labour Histogram using the appropriate software (excel or other programming software).
  • Review of tender with the Estimating Manager or Manager / Director in charge to ensure all scope of works and requirements are priced along with confirming OH&P before submission.
  • After receiving confirmation to submit the quotation, the Estimator is responsible for the submission of the quotation


  • The Estimator is responsible for informing the Estimating Manager or Manager / Director in charge of any delays of return of the tender at the earliest opportunity. The Estimating Manger will decide whether additional resources will be sought or whether an extension to the return date will be requested, of which the Estimator is responsible to request.


  • The Estimator is to ensure that continual communication is kept to a high standard between PPC and the MC.

  • Attend ‘Mid Bid, Post Tender & Pre- Start’ meetings to review and confirm design, scope & pricing with the MC, Architects and other professionals.


  • Price any addendums, revisions / additional information issued by the MC during the tender process and after our submission.


  • Obtain updates from the MC in relation to their analysis of our quotation, information on the competitiveness of our rates, progress in awarding the Sub Contract package.


  • To bear any other reasonable responsibilities and undertake any other reasonable duties:


  • as the Board (where there is a Board of Directors) may from time to time agree or as may become necessary to meet the operating needs and requirements of the business in order to maintain agreed levels of service;


  • To make, at all times, every reasonable effort to:


  • Promptly identify, prevent and when appropriate to successfully resolve business related problems including those which arise from noncompliance with any of the business systems


  • Identify opportunities for improvement, particularly measurable improvement, in all areas of the business including quality / business and environmental issues
