A Bill will be introduced to Parliament to establish an Independent Football Regulator to ensure greater sustainability in the game and strengthen protections for fans. The Shadow Football Regulator is a dedicated team within DCMS which is responsible for setting up the Independent Football Regulator. It is ensuring the regulator has the right skills, governance and corporate functions so it can start work as soon as possible after the Bill receives Royal Assent. These roles are being recruited on a loan or fixed term basis for 12 months with the possibility to extend. This role will be based in DCMS on an interim basis. Subject to the overall progress of the programme, the intention for this role is to transfer to the Independent Football Regulator once fully established. Please note that this role will be based in Greater Manchester, which is where the Regulator will be based - an exact location has yet to be determined. Job description: We are looking for an Economist to join the Research and Analysis team within the Shadow Regulator. As the name suggests, this team will be undertaking economic research and analysis projects, including a detailed market study. This will help to ensure the IFR has a comprehensive understanding of the football industry, including the economics of the market and the economic drivers of behaviour, as well as allowing it to undertake a detailed assessment of any risks or underlying issues. In turn, this will help to in ensure that regulatory decisions are evidence-based, rigorous and based on sound analysis. Responsibilities include: * Developing the scope of the analysis (what are the key questions to ask?) * Developing the frameworks of analysis (how do we answer those key questions?) * Identifying information requirements and data collection (what data do we need to answer those key questions?) * Undertaking the analysis and draw robust, well-evidenced conclusions * Communicating these findings to a range of audiences * Engaging with industry stakeholders, academics and other experts throughout the process Person specification Essential Requirements: * A background in economics with either a university degree in Economics (2:1 or above) or a postgraduate degree in Economics * Relevant experience working in economic analysis and research * Strong analytical skills: Being able to identify the key questions to ask and how best to use economic analysis to answer them * Ability to effectively communicate complex ideas and findings to a range of audiences * A motivated team player who is able to establish constructive and collaborative relationships with a range of people Desirable Skills: * Experience in a regulated industry or a football background Behaviours: We'll assess you against these behaviours during the selection process: * Making Effective Decisions * Communicating and Influencing * Working Together Technical skills: We'll assess you against these technical skills during the selection process: * Application of Knowledge * Effective Communication Benefits: Alongside your salary of £49,839, we contribute £14,438 towards you being a member of the Civil Service Defined Benefit Pension scheme.
