Finance Manager - ASC - Interim
Sutton
£500/day umbrella rate
Start date: ASAP
Full time: 36/hrs a week
3 - 6 months contract.
Hatched Recruitment is working closely with the local authorities and we are looking for an Interim Finance Manager - ASC in the Sutton area.
The post holder will lead the Adult Social Care (ASC) Finance Service to provide a range of services including payments, debt recovery, client financial management and financial assessments for Sutton ASC Service Users and / or their representatives
Leadership & Management
Takes a proactive role in providing inspirational leadership to the finance team as part of the Senior Leadership Tier of the shared finance service
Provides direct line management of 1-5 staff and be responsible for a team of 10-20 staff to deliver activities focussed on financial inclusion and resident support
Support staff development through coaching and mentoring across the service, helping to fulfil the Shared Finance Service ambition of growing our own talent
Play an active role in Council leadership networks and lead by example to embed corporate values and beliefs
Functional Responsibilities
Lead the ASC Finance team to provide financial assessments and inclusion services to Sutton residents
Lead on the collection of income for care services and provide advice and guidance to service budget holders to manage income collection
Ensure effective governance and stewardship of client money in accordance with Court of Protection and DWP procedures for appointeeship and deputyship cases
Work with colleagues across other teams to manage the supplier payment process for ASC Providers to ensure that accurate and contractually compliant payments are exported into the corporate payment system
Develops the Council's approach to financial inclusion by identifying and implementing new opportunities for adopting a financial inclusive approach that supports residents and protects the Council's financial health
Ensure that Care Act 2014 statutory guidance include deferred payment, direct payment financial assessments and Appointeeships are followed and adhered to in accordance with this legislation.
Lead the ASCF team to provide financial assessments, deputyship and appointeeship services to vulnerable residents in Sutton
Ensure an effective relationship with the Sutton Adult Social Care service to provide robust advice, support and challenge in relation to the ASC Finance team's remit and a joined up approach with the Strategic Finance Business Partners for ASC services
Proactively keep up to date with changing benefit entitlement affecting service users.
Understand and deliver services that are consistent with the Mental Capacity Act 2015
Complete the DPA return ensuring that the outturn is produced and submitted to the NHS Digital Strategic Data Collection Service
Further develop financial inclusion practices for supporting ASC clients.
Take responsibility for ensuring the work of the ASC Finance team is aligned to both ASC service priorities and policies and protects the financial health of the Councils
Essential Knowledge and Experience
Experience of managing complex casework
Experience of working with vulnerable clients
In depth knowledge and understanding of the Care Act 2015, the Mental Capacity Act 2015 and the Homelessness Prevention Act 2018
In depth knowledge and understanding of welfare reform and Universal Credit, as well as the operation of Housing Benefits
Experience of building effective working relationships with senior officers and elected officials
Experience and understanding of the Mental Capacity Act as it relates to property and finances
