The Home Office works to keep the country secure and prosperous; protect citizens, residents, visitors and their property; and uphold rights, liberties and the rule of law. The Portfolio and Project Delivery (PPD) directorate regularly receives urgent resourcing requests for our highest priority programmes which call for the rapid identification and mobilisation of project delivery resources at all stages of the Programme/Project lifecycle. A PPD Flexible Resource Pool will provide appropriately skilled project delivery resources to Home Office programmes to meet peaks of demand. The new Project Delivery Surge Capacity team within PPD will provide Project Delivery Resources to support programmes for short-term assignments, usually deployed as part of a PPD-led small team. Senior Project Managers will be assigned to complex projects, or those carrying a significant degree of reputational risk. You could be leading a single standalone project or a project within a wider programme or portfolio. In all cases you should expect to work in a complex and often politically sensitive environment  This is a rewarding role which will suit motivated, adaptable project delivery professionals who thrive on challenge.  Key Responsibilities: ·      Delivery – Create and lead the project to deliver the agreed outcomes within time, cost and quality constraints. ·      Project Management – Day to day management and leadership of the project and the project team. Provide effective leadership and management controls. Set project controls. Design the project structure and organisation appropriate to stage. Set appropriate delivery methodologies. Manage effective transition between project phases. ·      Business Case – Develop and draft the Business Case, with input from specialists as necessary.  ·      Budget – Develop the budget and track delivery within budget.  ·      Resources – Identify skill requirements; and deploy and develop resources. Manage medium sized team.  ·      Benefits Realisation – Deliver the agreed Business Case benefits and outcomes. Ensure appropriate Benefits Realisation Strategy is in place and monitor longer term delivery of benefits against the Business Case.  ·      Stakeholder Management – Identify and manage stakeholder relationships and need for senior level support. Manage internal and external relationships as appropriate.  ·      Risks & Issues – Identify and monitor project risks and issues. Develop mitigating actions and escalate as appropriate. Identify and work with related projects to manage interdependencies. ·      Governance – Support effective governance and decision making. Provide reporting and engage in mechanisms that hold you, as Project Manager, to account for delivery. ·      Assurance – Engage with assurance reviews and support action on recommendations. Organise assurance processes such as gateway reviews, as required.  ·      Change Management – Ensure effective Change Management processes are in place to agree and document changes to deliverables as agreed with stakeholders. ·      Guidance & Support – Provide support, guidance and coaching for the project team. Show commitment to personal development. Promote effective individual and team performance. ·      Project Performance & Controls – Cascade vision and translate into delivery objectives for the team. Develop and maintain Project Plan. Identify and set appropriate Project Controls. Manage performance and report progress to sponsors. Requirements: ·      Have significant experience in delivering either complex or high-risk projects within agreed time, cost and quality constraints. You will have achieved this using your expert knowledge of project management tools and methodologies and be capable of designing a project structure and organisation to meet the requirements of the project according to its point in the lifecycle. ·      Be experienced and credible in dealing with a broad and complex range of stakeholders, with the confidence to engage with senior officials and ministers. You will have a proactive approach, seek out opportunities to effectively engage, and be used to operating with a high degree of autonomy. ·      Have practical experience in actively managing project risks, able to make decisions, engage in dialogue on risk management strategy, and demonstrate a level of skill beyond simply ‘managing a process’. You will be able to apply your skills to a range of risks, with a sound understanding of how they relate to wider strategy. ·      Be an experienced people manager, able to build and develop a high performing and motivated project team. You will be tuned in to the needs of the business, ready to flex structures to ensure that your project team remains aligned with delivery goals and wider strategy. ·      Have managed a project through the key stages in its lifecycle, from agreeing vision to project closure. Whilst not essential, experience of having engaged with assurance reviews, such as the Gateway Review process, would be desirable. ·      Have successfully delivered transformation outcomes, able to understand project objectives, the wider strategic organisational context, and how to manage the relationship between the two. It is important therefore that you are comfortable networking throughout the business, challenging and influencing decision making when required.
