Programme Manager (Buildings)7 Month ContractRate: £250 - £300 per day (Inside IR35)Location: Home / York - 3 days a week on siteA leading public sector organisation is seeking a highly experienced Programme Manager with a proven track record of delivering sustainable building projects.Key Responsibilities:Lead a comprehensive review of the organisation's operational needs, with a focus on evaluating and improving key infrastructure within central York.Engage with key stakeholders, including senior leadership, commanders, and Heads of Department across both operational and support services.Conduct a detailed assessment of current and future operational requirements, including personnel, vehicles, and facilities.Evaluate the condition and suitability of a site that is no longer fit for purpose, providing cost-benefit analysis for refurbishment, rebuilding, or relocation options.Develop project plans with indicative timeframes, costs, and resource requirements to inform strategic decision-making.Direct a team of Project Managers and Business Analysts to support the delivery of a comprehensive recommendations report.Ensure adherence to governance procedures and provide regular programme progress updates to senior stakeholders.Essential Skills and Experience:Proven experience delivering large-scale programmes with significant estate and infrastructure implications.Expertise in needs assessment, resource allocation, and the management of large-scale refurbishments and new builds.Strong collaboration skills with the ability to translate operational needs into comprehensive project requirements.Excellent report writing and stakeholder management skills, with experience presenting to senior leadership.MSP/Prince2 or equivalent Programme Management qualification.Experience managing complex construction programmes or relevant construction qualifications.
