HMO Specialist Project Manager

Job Overview: We are seeking an experienced HMO Specialist Project Manager to lead a key project for a Local Authority in the Midlands. This is a dynamic role focused on enforcement, dawn raids, and ensuring compliance within the HMO sector. The successful candidate will play a pivotal role in managing a project team, coordinating enforcement activities, and working closely with various internal and external stakeholders to deliver outcomes in line with the authority’s HMO regulations. Key Responsibilities: * Lead and manage the project team focused on HMO enforcement. * Plan and coordinate dawn raids and other enforcement actions. * Oversee compliance with HMO licensing and ensure properties meet all regulatory standards. * Work closely with internal teams and external partners, including legal teams and enforcement officers. * Ensure effective resource management, project tracking, and reporting. * Provide expert guidance and technical support on HMO-related matters. * Develop strategies to address non-compliance and take corrective actions. * Prepare comprehensive reports and updates for senior management and relevant committees. Essential Skills & Experience: * Extensive HMO enforcement experience within a Local Authority setting. * Proven track record in leading enforcement actions and managing dawn raids. * Strong understanding of HMO legislation, licensing requirements, and housing standards. * Exceptional project management skills, with the ability to lead cross-functional teams. * Excellent communication and negotiation skills, with experience liaising with external agencies and legal teams. * Ability to work autonomously and make sound decisions under pressure. * A strong focus on compliance, risk management, and delivering high-quality results. Desirable: * Experience managing large-scale enforcement projects. * Relevant qualifications in project management (e.g., PRINCE2) or housing standards.
